Setting quorum and threshold for a DAO that can still decide
Quorum protects against capture. Threshold protects against narrow majorities. Set either badly and governance either rubber-stamps or deadlocks.
Quorum is a participation floor
Measure it against circulating supply, not total supply, or locked and treasury tokens will make quorum unreachable.
Threshold is a consent bar
Simple majority for routine changes; 60-67% for upgrades, treasury movements and anything that changes the rules themselves.
Tiering by impact
Define two or three proposal classes with fixed rules each. Predictability beats per-proposal negotiation.
